Either field can be set for "Watch Time" or an offset from UTC.You can also add a 30 minute offset for half time zones. On the left, if there is nothing, it's local time, utc is UTC, or if a number is displayed, that's the offset from UTC (utc-5 is one of the screen shots for example). The date (with a number of different formats) is always based on "watch time" There's also a data field with 20+ different options for what you see.
